A multi-stage stochastic programming approach to epidemic resource allocation with equity considerations

Existing compartmental models in epidemiology are limited terms of optimizing the resource allocation to control an epidemic outbreak under disease growth uncertainty. In this study, we address core limitation by presenting a multi-stage stochastic programming model, which integrates uncertain progression and infectious outbreak. The proposed program involves various scenarios optimizes distribution treatment centers resources while minimizing total expected number new infections funerals. We define two equity metrics, namely infection capacity equity, explicitly consider for allocating funds facilities over multiple time stages. also study value solution (VSS), demonstrates superiority model its deterministic counterpart. apply formulation Ebola Virus Disease (EVD) Guinea, Sierra Leone, Liberia West Africa determine optimal fair resource-allocation strategies. Our balances proportion all regions, even without including or prevalence constraints. Model results show that proportional population is sub-optimal, enforcing such policy might adversely impact deaths, thus resulting high cost have pay fairness. epidemic-logistics practical can be adapted other diseases meta-populations dynamically evolving situations.
